Dr. Alexey N. BORISOV graduated from Moscow State University of International Relations (MGIMO-University) in 2002 and Space Engineering Academy, St. Petersburg in 1993. The topic of his Ph.D dissertation (2003) was "Evolution of political system during transformation of totalitarian regimes".
